Using an 80 boost gives you nothing really; you are given health/vit gear which is very under powered on most classes (some classes can get away with it, but only in openworld and pvp) and no resources/money, leaving you to grind in openworld to play catch up. To make things a bit clearer: The story tab of the hero panel lets you select from any of the expansion pack chapters/living story episodes you have unlocked, as well as continue your level 1-80 personal story - using the level 80 boost will not progress the personal story in any way!
